LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 28, 2005

TO:
Honorable Geanie Morrison, Chair, House Committee on Higher Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB154 by Brown, Fred (Relating to requiring institutions of higher education to report potential savings through contracting with local governments.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the governing board of each institution of higher education to submit a report identifying potential savings through contracting with local governments. The report would compare the costs associated with support services performed by the institutions to the costs the institutions would incur by contracting for the services with a municipality, county, or other local government in which the institution is located.  The institutions would able to absorb the costs associated with implementing the bill within current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
