No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require a manufacturer of a new motor vehicle that is sold or leased, and that is equipped with a recording device, to disclose that information in the owner's manual of the vehicle.  The bill would also stipulate that any information recorded or transmitted by the recording device may not be retrieved by a person other than the owner of the motor vehicle in which the recording device is installed, except on court order or with the consent of the owner.

This bill would take effect September 1, 2006.
