No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require a manufacturer of a new motor vehicle that is sold or leased, and that is equipped with a recording device, to disclose that information in the owner's manual of the vehicle.  The bill would also stipulate that any information recorded or transmitted by the recording device may not be retrieved by a person other than the owner of the motor vehicle in which the recording device is installed, except on court order, with the consent of the owner, for the purpose of improving motor vehicle safety (if the identity of the owner or driver of the vehicle is not disclosed), or for the purpose of determining the need for or facilitating emergency medical response in the event of a motor vehicle accident.

This bill would take effect September 1, 2006.
