No significant fiscal implication to the State is anticipated.

The bill would provide for a combination of elected and appointed positions for appraisal district boards of directors, with the county assessor-collector serving on the board by virtue of the office.    It would also set filing fees for the office of appraisal district director at $200 in a county with a population under 200,000 and $400 in a county with a population of 200,000 or more. 

The Secretary of State staff estimates that an additional $670,800 in filing fees would be realized each biennium.  This amount is based upon 200 counties with populations less than 50,000 generating $360,000 in filing fees; 34 counties with populations in excess of 50,000 but under 200,000 generating $142,800 in filing fees; and 20 counties with populations in excess of 50,000 and more than 200,000 generating $168,000 in filing fees.  These fees would be remitted to each party's county executive committees to pay for the cost of the primary elections.  Any filing fees collected in excess of election costs would be remitted to the Secretary of State and deposited in the State Treasury to be used for the costs of other elections.
