No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to require the Community Assistance Justice Division of the Texas Department of Criminal Justice to propose and the Board of Criminal Justice to adopt rules to establish methods ensuring samples submitted by probationers to be tested for controlled substances are taken from that defendant. The bill would take effect September 1, 2005.
