No fiscal implication to the State is anticipated.

The bill would prohibit a municipality from regulating the construction, reconstruction, alteration, or razing of buildings and other structures designated places and areas of historical, cultural, or architectural importance or significance if the property is owned by a religious organization as per Section 11.20, Tax Code.

The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005.

No significant fiscal implication to units of local government is anticipated.
