No significant fiscal implication to the State is anticipated.
The bill would amend the Alcoholic Beverage Code to prohibit the Alcoholic Beverage Commission from issuing an original wine and beer retailer's permit to an individual related to a former permit holder if the previous permit was denied or cancelled and the permit is for the same premise. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. If the bill does not receive the vote necessary for immediate effect, it takes effect September 1, 2005.
