No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to allow persons at least 18 years of age but not yet 21 years of age who are members or veterans of the United States armed forces to be eligible for a license to carry a concealed handgun if those persons meet other eligibility requirements. The bill would also reduce by 50 percent any fee required for the issuance of an original, duplicate, modified, or renewed license if the applicant is a member of the United States armed forces. 

According to the Comptroller of Public Accounts, the fiscal implications of the provision related to the issuance of a concealed handgun license to member or veterans of the armed forces under the age of 21 would not be significant. The Comptroller of Public Accounts also reports that the provisions of the bill that relate to giving a 50 percent reduction to military personnel for the issuance of an original, duplicate, modified, or renewed concealed handgun license cannot be estimated but would have a negative impact on revenues.

The Department of Public Safety reports that there would be costs associated with implementation of the bill; however, this cost estimate assumes that these tasks can be accomplished within existing resources. 

The bill would take effect September 1, 2005.
