The bill would amend the Water Code to authorize the navigation and canal commission of a navigation district that has established a police force to establish a volunteer police reserve force. Reserve officers would be required to be a licensed peace officer and to execute a bond in the amount of $2,000 payable to the commission before being allowed to perform any duties. Members of the reserve police force would not be considered employees of the district and would serve without pay, benefits, or participation in a pension plan. Reserve officers would not be exempt from requirements of the Private Security Act.
The bill would take effect immediately if it receives the required two-thirds vote in both houses; otherwise, it would take effect September 1, 2005.
A navigation district would experience minimal administrative costs.
No significant fiscal implication to units of local government is anticipated.
