No fiscal implication to the State is anticipated.

The bill would amend the Water Code to authorize the navigation and canal commission of a navigation district that has established a police force to establish a volunteer police reserve force. Reserve officers may be, but would not be required to be, a licensed peace officer. Members of the reserve police force would not be considered employees of the district and would serve without pay, benefits, or participation in a pension plan. Reserve officers would not be exempt from requirements of the Private Security Act.

The bill would take effect immediately if it receives the required two-thirds vote in both houses; otherwise, it would take effect September 1, 2005.


Local Government Impact

A navigation district would experience minimal administrative costs.

No significant fiscal implication to units of local government is anticipated.
