LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

February 15, 2005

TO:
Honorable George "Buddy" West, Chair, House Committee on Energy Resources

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB380 by West, George "Buddy" (Relating to oil and gas well plugging insurance policies.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would provide an additional provision for oil and gas well operators to meet financial assurance requirements, allowing operators to obtain well-specific insurance policies. The Railroad Commission reports that this would require additional computer programming costs. However, these costs are not expected to be significant, nor is it expected that the bill would have any significant revenue implication to the State.

Local Government Impact

No fiscal implication to units of local government is anticipated.
