No fiscal implication to the State is anticipated.
The bill would specify that grand jury proceedings are to remain secret during the term of the grand jury and during any term of the grand jury that has been extended under Article 19.07, Code of Criminal Procedure. The bill would also provide additional specifics to when a record of the grand jury may be disclosed by an attorney. The bill would take effect September 1, 2005 and would apply only to a grand jury for which the term of the grand jury commences on or after that date.
