LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 2, 2005

TO:
Honorable Norma Chavez, Chair, House Committee on Border and International Affairs

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB518 by Guillen (Relating to the evaluation of colonias in this state), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Section 487.354 (a), Government Code, that prohibits any application from being considered for Community Development Block Grant (CDBG) funding by the Office of Rural Community Affairs (ORCA) without the completion of the Evaluation of Colonias form in Section 2 of Government Code 487.354.  The bill would require each applicant applying for the CDBG funding to submit to the agency a properly completed Evaluation of Colonias form.  Based on the analysis of ORCA, it is assumed that costs associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

The bill would take effect September 1, 2005.

Local Government Impact

No fiscal implication to units of local government is anticipated.
