No significant fiscal implication to the State is anticipated.

The bill would authorize the creation of homestead preservation districts, reinvestment zones, and homestead land bank programs in a municipality with a population of more than 650,000 that is located in a uniform state service region that has fewer than 550,000 occupied housing units as determined by the most recent U.S. decennial census.

The bill would take effect September 1, 2005.

The applicability criteria would apply only to the City of Austin, which has a population of 656,562 and is located in uniform state service region 7. Region 7 has 510,555 occupied housing units according to the most recent census.


Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
