LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 15, 2005

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB529 by Howard (Relating to parental notice of supplemental presentations at public schools.), As Introduced

No fiscal implication to the State is anticipated.

The bill would require school districts to notify a student’s parent at least five days prior to any presentation or instructional program to be presented to the student by a person not regularly employed by the district.

The bill would take effect September 1, 2005 or immediately upon passage by the necessary majorities and would apply beginning with the 2005-06 school year.

Local Government Impact

According to the Texas Education Agency, anecdotal evidence suggests that current practice in a large number of school districts would meet the requirements of the bill.  Based on the assumption that a school calendar or newsletter sent home with the student would meet the requirements of the bill, the local school districts would not incur significant additional costs on a statewide basis.
