Fiscal Analysis

The bill would amend the Government Code to direct the Texas Department of Criminal Justice to include prison industry workers in the correctional officer career ladder.  The bill would take effect September 1, 2005.

Methodology

The department currently has 590 employees that would be affected by the bill. Four hundred fifty-six of the eligible employees are classified as Industrial Specialists I-VI and would qualify for increases resulting in an annual increased cost of $924,724. One hundred thirty-four employees are classified as Agriculture Specialists I-V or Program Administrators II (Farm Managers). Including the 134 agricultural workers in the correctional officer career ladder would result in an annual increase of $209,844. The department does not anticipate significant increases in the number of employees entering these job classifications within the next five years. The amount expended for salary increases, $1,134,568, plus the cost of state benefits, $337,421, equals the annual cost for the bill, $1,471,989.
