No significant fiscal implication to the State is anticipated.

This bill would amend Section 521.003 of the Transportation Code to require the Texas Education Agency to design a standard form for use by public and private schools to verify a student’s grade point average. The bill would require the agency to submit the form to the Department of Public Safety by November 1, 2005. The bill would also amend Section 521.204(a) of the Transportation Code to require that persons under 18 years of age must be in attendance in school and maintaining at least a 2.0 grade point average to be issued a Class C driver’s license.

 

The bill would take effect immediately if it receives the requisite two-thirds votes in each house; otherwise, it would take effect September 1, 2005. The provisions of the bill would apply to applications for driver’s licenses submitted on or after January 1, 2006.


Local Government Impact

No significant fiscal implication to units of local government is anticipated. While schools would have to supply an additional piece of information for affected students, the cost of the additional workload is not expected to result in significant fiscal implications on a statewide basis.
