No significant fiscal implication to the State is anticipated.

The bill would make changes to public notice requirements for entities seeking various permits from the Texas Commission on Environmental Quality (TCEQ), including those associated with concrete batch plants with enhanced controls as well as Title V and New Source Review permits, amendments, and renewals. Although the TCEQ is responsible under current law for mailing first and second notices relating to these permit applications, and the responsibility for first notices would be shifted to the applicant, the TCEQ does not anticipate any significant cost savings as a result of the bill's passage because the agency would still be required to track the applicants mailed notices and affidavits as well as to set up a system for tracking the mailing of air permit notices.
