No fiscal implication to the State is anticipated.

The bill would authorize a county commissioners court to establish an electronic requisition system and would authorize the county auditor, upon review by the commissioners court, to establish procedures for administering the system. The bill would also exempt from having to prepare requisitions in triplicate if a county operates an electronic requisition system.

The bill would take effect immediately if it receives the required two-thirds vote in both houses; otherwise, it would take effect September 1, 2005.

Local Government Impact

It is presumed that a county that would choose to establish an electronic requisition system would do so only if there were sufficient funds within the county budget for expenses associated with setting up an electronic system. Therefore, it is anticipated that the fiscal impact could be absorbed using existing revenue sources and the fiscal impact would be insignificant.
