The bill would amend Chapter 601, Transportation Code, to prohibit a court from dismissing a charge under offenses of operating a motor vehicle without maintaining financial responsibility and operating a motor vehicle without maintaining liability insurance on the ground that the defendant shows that financial responsibility for the vehicle was established after the time the offense is alleged to have occurred.
