No significant fiscal implication to the State is anticipated.

The bill would delegate all purchasing functions relating to plugging wells and remediation of surface locations to the Railroad Commission, although the Railroad Commission could chose to continue to use the services of the Building and Procurement Commission. The bill is expected to streamline procurement processes, but is not expected to have a significant impact on agency costs.
