Fiscal Analysis

The bill relates to the prevention of shaken baby syndrome. SB316 is the companion bill to HB 842. The bill would amend the Health and Safety Code by adding Chapter 165A. Section 165A.002 of the bill would require the Department of State Health Services (DSHS) to create a educational brochure containing information as prescribed in the bill and to make the brochure available on the department's website. The bill would also allow the agency to distribute the brochure to physicians, nurses, midwives, and birthing facilities. 

If enacted, the bill would take effect September 1, 2005.


Methodology

DSHS estimates that the annual birth population is 275,000. The estimated production and printing cost is $.065 per brochure. The estimated distribution cost totals $500 All Funds per year to distribute the brochure to approximately 497 hospitals, 36 birthing centers and 166 midwives. The total estimated cost of creating and distributing the brochure is $18, 375 All Funds per year. The total estimated costs in General Revenue-related funds is $5,329 per year or $10,658 for the 2006-07 biennium.

No fiscal implication to units of local government is anticipated.
