No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to prohibit the Commission on Jail Standards from adopting or enforcing a rule that establishes minimum standards relating to the temporary confinement of inmates in holding areas located in county facilities other than a county jail or correctional facility. The bill would take effect September 1, 2005.
