LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 4, 2005

TO:
Honorable Mary Denny, Chair, House Committee on Elections

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB855 by Madden (Relating to elections and terms of office for trustees of an independent school district.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would provide four-year terms for all local school board members and would require elections for local board members to be held during uniform November elections in even-numbered years.  The bill would implement the change of election date beginning with elections currently scheduled on or after November 8, 2005 requiring that such elections be held November 7, 2006.  The bill would provide for longer terms of service as necessary to implement this change.

Local Government Impact

The increase in terms for school board members and the requirement that school board elections be held on November election dates could result in some savings to school districts; however, on a statewide basis there would be no significant fiscal impact.  According to the Texas Education Agency, there is no specific data by which to quantify district savings at this time.
