No significant fiscal implication to the State is anticipated.

The bill would ban human cloning and provide a civil penalty of $500,000 to $1,000,000 per violation, to be enforced by the Office of the Attorney General. Funds received under the statute may only be used to administer and enforce the statute.

The Office of the Attorney General anticipates that any legal work resulting from this bill would be absorbed with current resources. If multiple penalties are assessed and collected, there could be a gain to the General Revenue Fund.
