No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to prohibit public and certain private employers from establishing a policy or rule that prohibits a concealed handgun license holder from transporting or storing a concealed handgun in a locked vehicle in any parking lot, parking garage, or other designated parking area. Private employers who provide an area (parking lot, parking garage, or other parking area) completely surrounded by a gate and not open to the public or an area in which access is monitored by security personnel may prohibit an employee from transporting or storing a concealed handgun in a vehicle.

 

The bill would not apply to prohibited premises under state or federal law. The bill would take effect September 1, 2005.
