LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 7, 2005

TO:
Honorable John T. Smithee, Chair, House Committee on Insurance

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB936 by Villarreal (Relating to liability insurance requirements for and limited liability of certain child-care facilities and child-placing agencies.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require rules and policy changes. A minimal amount of research would need to be conducted by staff on an on-going basis to absorb changes and keep abreast of new national accreditation agencies that should be considered for inclusion as one of the “approved accreditation agencies” (that the child-care operations must be accredited by in order to qualify for the lower dollar amount of liability insurance). The Department of Family and Protective Services indicates it could absorb the additional workload associated with the bill within its current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
