Fiscal Analysis

The bill would amend Chapter 504 of the Transportation Code to allow a person entitled to receive two or more types of specialty license plates issued under Section 504.202 (Veterans With Disabilities) and Section 504.315 (Military Specialty License Plates for Extraordinary Service) to pay $3 for each of the first two sets of the same type of license plates and $15 for each additional set of the same type of license plates without payment of any other fee at the time of registration except the fee for the license plates.

The bill would take effect immediately if it receives the requisite two-thirds votes in each house; otherwise, it would take effect September 1, 2005.


Methodology

Currently, Disabled Veteran specialty license plates cost $3 for the first set of plates plus the normal registration fee of $50.50 for subsequent plates, which would be reduced to $15 through the provisions of the bill. Other non-Disabled Veteran speciality license plates cost $3 for the first set of plates and $15 for each subsequent set of plates.

The Texas Department of Transportation estimates that, in fiscal year 2004, approximately 62,000 Disabled Veteran plates; 30,000 Purple Heart plates; 2,800 Prisoner of War plates; 800 Pearl Harbor Survivor plates; and 160 Legion of Valor were issued.

Based on the analysis by the Comptroller of Public Accounts, the issuance of subsequent sets of plates at the revised fee structure would result in an estimated net reduction of revenues to the State Highway Fund of $1,306,000 per year.


Local Government Impact

No fiscal implication to units of local government is anticipated.
