No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 31 of the Parks and Wildlife Code relating to evidence establishing ownership of a vessel for a certificate of title issued by the Texas Parks and Wildlife Department (TPWD).  The bill authorizes TPWD to administer documenting and transferring ownership of estate property relating to boats and outboard motors when the administration of an estate is not required.  TPWD indicates the implementation of the bill would not require additional TWPD resources; accordingly, no significant fiscal implication to the State is anticipated.

The bill would take effect immediately with a two-thirds vote of all members in each house as provided for under the Texas Constitution.  Otherwise, the bill would take effect September 1, 2005. 


Local Government Impact

No fiscal implication to units of local government is anticipated.
