No significant fiscal implication to the State is anticipated.

The bill would provide an exemption to the Open Meetings Act for the Texas Building and Procurement Commission and would allow the agency to deliberate business and financial issues relating to the negotiation of contracts in a closed meeting.
 
The Office of the Attorney General indicates that as a result of modifying the Open Meetings Act, a number of attorney general opinion requests would result.  However, it is anticipated that any additional legal work performed by the agency could be absorbed into current appropriations. 

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2005.

No fiscal implication to units of local government is anticipated.
