Fiscal Analysis

The bill would amend Section 245.004(b) of the Health and Safety Code, and require that, notwithstanding the number of abortions performed in a 12-month period by the office of a licensed physician, the office is considered an abortion facility and must be licensed if the office holds itself out to the public as an abortion provider by advertising by any public means.

Methodology

According to the Department of State Health Services (DSHS), any additional costs associated with implementing the bill could be absorbed within existing resources. DSHS estimates that the bill would result in an increase in revenue due to additional licenses being applied for and issued. DSHS
estimates an increase of six initial applications of $5,000 each, for a total of $30,000. These applications would be renewed every two years.

Local Government Impact

No fiscal implication to units of local government is anticipated.
