LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 15, 2005

TO:
Honorable Joe Driver, Chair, House Committee on Law Enforcement

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB986 by Chavez (Relating to information contained on a driver's license or personal identification certificate issued to a health care practitioner.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code as it relates to information contained on a driver's license or personal identification certificate issued to a health care practitioner.

The bill would allow health care practitioners to request a statement of the type of health care practitioner license the person holds to be added to a driver's license or personal identification certificate. The practitioner would be required to provide proof, satisfactory to the Department of Public Safety (DPS), of the type of health care practitioner license the person holds.

DPS estimates that $193,509 would be needed in fiscal year 2006, $228 in fiscal years 2007 and 2008, and $149 in fiscal years 2009 and 2010 for program modifications to the driver's license system, computer equipment, software, and enterprise agreements. DPS is currently reengineering its driver's license system, and it is assumed that modifications can be absorbed within existing resources.

The bill would take effect September 1, 2005.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
