LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 16, 2005

TO:
Honorable John T. Smithee, Chair, House Committee on Insurance

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1018 by Noriega, Melissa (Relating to the amount of liability insurance required to be maintained on certain school buses owned by a motor carrier.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code as it applies to school buses operated exclusively within the boundaries of a municipality having a population of 1.9 million or more. According to the 2000 federal census, only the City of Houston meets the population requirement.

The Texas Department of Transportation (TxDOT) anticipates that making administrative rule changes to adjust for the requirements of the bill would have no significant fiscal impact on the agency. TxDOT also reports that the proposed change in statute would not cause the state any loss of federal funds.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
