LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 25, 2005

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1024 by Farrar (Relating to contact between a public school student who assaults another student and the student victim.), As Introduced

No fiscal implication to the State is anticipated.

The bill would authorize a student who is the victim of assault, aggravated assault, sexual assault, or aggravated sexual assault and is assigned to the same campus as the offender to request that the campus or district counselor develop a plan to limit the contact between the victim and the offender.

This legislation would take effect September 1, 2005 or upon enactment by the appropriate majority and would apply beginning with the 2005-06 school year.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

School counselors should likely incur some additional administrative workload associated with negotiating and implementing plans to limit the contact between student victims and offenders.
