No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to allow the Department of Public Safety to issue concealed handgun licenses to eligible nonresidents based on the results of a criminal history record check. The bill would also direct the Governor to negotiate agreements or issue a proclamation that a
license issued by another state is recognized in Texas if the Attorney General of the State of Texas determines that a background check of each applicant for a license issued by that state is initiated. Both the Department of Public Safety and the Office of the Attorney General report that the requirements of the bill can be accomplished within existing resources. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. If the bill does not receive the vote necessary for immediate effect, it takes effect September 1, 2005.
