No fiscal implication to the State is anticipated.

The bill would apply open meetings and public information laws to independent organizations established by a power region and certified by the Public Utility Commission.  No state agency would be affected by this requirement.  The independent organizations are not governmental entities; therefore, there would be no fiscal impact on units of local government. 

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2005.

No fiscal implication to units of local government is anticipated.
