Based on the analysis of the Texas Lottery Commission, the provisions of the bill would have no fiscal impact to the state.
The bill would take effect immediately upon receiving a two-thirds majority vote of all the members elected to each house. If the bill does not receive the vote necessary for immediate effect, the bill would take effect September 1, 2005.
