No significant fiscal implication to the State is anticipated.
The bill would amend the Transportation Code to make it an offense for a person under 18 years of age, during the six-month period following issuance of a license, to operate a motor vehicle while using a wireless communications device. The bill would also make it an offense for a person under 17 years of age, who holds a motorcycle or moped license, during the six-month period following the issuance of a license, to operate a motorcycle or moped while using a wireless communications device. The Department of Public Safety reports that officers would have to be trained on the new requirements; however, training could be accomplished within existing resources. The bill would take effect September 1, 2005.
