LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 28, 2005

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1113 by Goolsby (Relating to the eligibility of a high school graduate for automatic admission to an institution of higher education.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill amends Section 51.803 of the Education Code by changing the admission guarantee from the top 10% to top 5%, and adds the requirement that students must have attained at least the recommended curriculum to be eligible for automatic admission. The Higher Education Coordinating Board, after consulting with the Texas Education Agency, will establish standards for determining whether a private high school is accredited by a generally recognized accrediting organization and whether a person completed a high school curriculum that is equivalent to the curriculum established under Section 28.025 for the recommended or advanced high school program. The Higher Education Coordinating Board would be able to implement provisions of this bill within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
