TO: | Honorable David Swinford, Chair, House Committee on State Affairs |
FROM: | John S. O'Brien, Deputy Director, Legislative Budget Board |
IN RE: | HB1127 by Uresti (Relating to the application of the public information law to an independent organization established by a power region and certified by the Public Utility Commission.), As Introduced |
The bill would apply public information laws to independent organizations established by a power region and certified by the Public Utility Commission. No state agency would be affected by this requirement. The independent organizations are not governmental entities; therefore, there would be no fiscal impact on units of local government.
The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2005.
