The bill would amend the Transportation Code allowing the Department of Public Safety (DPS) to enter into agreements with foreign countries for the issuance of a Class C driver’s license. A person who is not a citizen of the United States would have to present documentation authorizing the person to be in the United States before a driver's license could be issued under a reciprocity agreement.
The bill would take effect immediately if a two-thirds majority vote in both houses of the Legislature is received. Otherwise, the bill would take effect on September 1, 2005.
