LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 10, 2005

TO:
Honorable Robert Talton, Chair, House Committee on Urban Affairs

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1159 by Riddle (Relating to community support for applications for the issuance of private activity bonds and low income housing tax credits.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Texas Department of Housing and Community Affairs' (TDHCA) enabling statute to require the agency in its private activity bond application scoring process to evaluate community support for an application on the basis of written statements from certain elected officials representing the community containing the development described in the application and communities located within a five-mile radius of that community.

Based on the analysis by TDHCA, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect on September 1, 2005.

Local Government Impact

No fiscal implication to units of local government is anticipated.
