LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 2, 2005

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1166 by Dukes (Relating to public school policies designed to prevent dating violence.), As Introduced

No fiscal implication to the State is anticipated.

The bill would require school districts to adopt and implement a dating violence policy within the district improvement plan.  The policy would be required to include a definition of dating violence and address safety planning, enforcement of protective orders, school-based alternatives to protective orders, training for teachers and administrators, counseling for affected students, and awareness education for students and parents.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

The implementation of the elements required to be included in each district's dating violence policy would likely have fiscal implications for local school districts.  The extent of the impact would depend upon the specifications contained in each district’s policy and would likely vary between districts and year to year.
