No significant fiscal implication to the State is anticipated.

The bill requires presidents of state institutions of higher education to provide for the identification of students or employees who pose a substantial threat to human life. A student or employee who poses a substantial threat may be removed from the campus. All institutions must establish procedures for receiving complaints or reports on persons and for the removal of those who pose substantial threats. The institutions of higher education will implement provisions of the bill within existing resources.
