No significant fiscal implication to the State is anticipated.

Under the bill, the governing board of each institution of higher education that offers courses in the core curriculum shall adopt a policy that regulates the use of textbooks in core curriculum courses at the institution. The policy must encourage faculty teaching core courses to use the same editions of textbooks from one year to the next as practical. Additionally, the same textbooks would be used for a period of not less than three years unless major changes in materials have occurred.  Each institution would be required to file a copy of the textbook policy with the Texas Higher Education Coordinating Board.  Texas institutions of higher education should be able to implement provisions of this bill within current resources.
