LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

February 23, 2005

TO:
Honorable Robert Talton, Chair, House Committee on Urban Affairs

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1213 by Harper-Brown (Relating to fitness incentive pay for certain fire fighters and police officers.), As Introduced

No fiscal implication to the State is anticipated.

The bill would authorize municipalities that have adopted Chapter 143, Local Government Code, except those municipalities with a population of 1.5 million or more, to provide fitness incentive pay to firefighters and police officers in addition to base pay. Criteria for fitness incentive must be clearly established in writing and be applied equally to each firefighter or police officer. The bill would take effect September 1, 2005.

Local Government Impact

It is assumed that a municipality that chooses to establish fitness incentive pay would do so only if the budget is sufficient to cover the costs. Therefore, no significant fiscal impact to units of local government is anticipated.
