No significant fiscal implication to the State is anticipated.

Under provisions of the bill, Section 111.96(b) of the Education Code would be amended to allow the University of Houston - Victoria to offer graduate level programs. Graduate level courses must be approved by the Texas Higher Education Coordinating Board before an institution can offer them. The University of Houston - Victoria estimates it would need at least four years of planning before submitting any new graduate programs for approval, and could accommodate this planning with in existing resources.

No fiscal implication to units of local government is anticipated.
