LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 17, 2005

TO:
Honorable Frank Corte, Jr., Chair, House Committee on Defense Affairs & State-Federal Relations

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1332 by McReynolds (Relating to the regional emergency medical dispatch resource center pilot program.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill amends Chapter 771 of the Health and Safety Code to extend the expiration date (from September 1, 2005 until September 1, 2007) of the emergency medical dispatch pilot program, which was passed in the 2001 Legislative session, and to transfer responsibility for conducting the pilot program to the University of Texas Medical Branch of Galveston (UTMB).  Allows political subdivisions that participate in the project to pay an appropriate share of the pilot, in addition to the current potential funding sources of appropriated 9-1-1 services fees and grant funds.  Requires UTMB to enter into contracts with participating political subdivisions if sufficient funds to implement the pilot have been identified.

This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution.  If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2005.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
