LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 15, 2005

TO:
Honorable Jerry Madden, Chair, House Committee on Corrections

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1383 by Jones, Jesse (Relating to a study of the expenses of health care for certain elderly inmates.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Department of Criminal Justice (TDCJ) and the Correctional Managed Health Care Committee (CMHC) to conduct a study of inmates at least 60 years of age receiving health care services from TDCJ who may be released on parole with a reasonable belief that they will not engage in further criminal activity. The bill would require the study to calculate the savings from releasing such inmates and report the findings to the Legislature. The bill would take effect September 1, 2005, and expire January 1, 2007. Because the cost of the study could be absorbed within TDCJ and CMHC's existing resources, no significant fiscal implication to the state is anticipated.

Local Government Impact

No fiscal implication to units of local government is anticipated.
