LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 6, 2005

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1406 by Vo (Relating to the availability of automated external debrillators at certain public school capuses and events.  ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require each school district to make an automated external defibrillator available at each University Interscholastic League (UIL) athletic practice or competition and at each campus in the district.

This legislation would take effect September 1, 2005 or upon enactment by the appropriate majority and would apply beginning with the 2005-06 school year.

Local Government Impact

Based on the assumption that the average cost of an automated external defibrillator would be $1,500, one-time costs for equipment purchases in fiscal year 2006 would range from $13.6 to $21.6 million statewide.  According to the Texas Education Agency, ongoing costs for periodic maintenance and testing of the units could amount to approximately $68,000 to $108,000 annually in fiscal years 2007-10.
